Chinese PCB Manufacturers Commit Over RMB 2.7 Billion to High-End Smart Manufacturing Expansion
Ellington Electronics and Shenzhen MTC are investing heavily in advanced PCB production capacity for AI servers, optical communications, and Mini/Micro LED applications—signaling accelerating demand for high-layer-count and HDI boards across the industry.

Two Major Chinese PCB Manufacturers Announce Billion-Yuan Expansions in Single Week
The first week of August 2026 brought a remarkable convergence of capital commitment from two of China’s prominent PCB manufacturers. Guangdong Ellington Electronics Technology (603328.SH) and Shenzhen MTC collectively announced investments exceeding RMB 2.7 billion (approximately US$400 million) in high-end PCB smart manufacturing facilities, targeting the rapidly growing markets for AI computing infrastructure, optical communications, and next-generation display technologies.
These announcements reflect a broader industry trend: as artificial intelligence workloads drive unprecedented demand for advanced substrates and high-layer-count boards, manufacturers that invested conservatively during the 2023-2024 demand trough are now racing to build capacity before the next wave of hyperscaler procurement hits full stride.
Ellington Electronics: RMB 2 Billion Private Placement for AI-Grade PCB Production
On August 7, Ellington Electronics released its prospectus for a 2026 private placement of A-shares, targeting up to CNY 2 billion in gross proceeds. Of this total, CNY 1.85 billion will fund a high-end PCB smart manufacturing project at the company’s existing industrial park in Zhongshan, Guangdong Province, with the remaining CNY 150 million allocated to working capital. The total project investment stands at approximately CNY 2.979 billion when combined with the company’s own capital contribution.
The facility will focus on two product categories that represent the highest-value segments of the PCB market: high-layer-count (HLC) boards and high-density interconnect (HDI) boards. Upon full completion, the Zhongshan facility will deliver annual capacity of 400,000 square meters of high-end PCBs—comprising 340,000 square meters of HLC boards and 60,000 square meters of advanced HDI boards.
Ellington’s target applications read like a roadmap of AI infrastructure demand: servers, high-speed network switches, routers, AI accelerator cards, compute tray motherboards, and telecommunications equipment. The company also noted reserved production capability for optical module products—a strategic hedge as 800G and 1.6T optical transceivers require increasingly sophisticated PCB substrates for their host boards and line cards.
The investment specifically enhances manufacturing processes critical to AI server boards: multi-layer lamination (supporting 20+ layer constructions), fine-line patterning for high-speed signal routing, mechanical and laser drilling for dense via structures, advanced wet processing, and automated in-line inspection with full quality traceability. These capabilities are essential for producing the 28-40+ layer boards used in modern AI training clusters and HPC systems.
MTC: RMB 750 Million for Mini/Micro LED and Optical Module PCBs
Shenzhen MTC’s investment, announced at a signing ceremony in Nanchang High-Tech Zone on August 4, takes a different but complementary market approach. The company’s subsidiary, Jiangxi MTC Smart Display Circuit Co., Ltd., will invest CNY 750 million to build a dedicated PCB R&D and manufacturing facility focused on two specialized product lines: Mini/Micro LED circuit boards and optical module circuit boards.
The Nanchang facility targets monthly production capacity of 100,000 square meters for specialized Mini/Micro LED circuit boards and an additional 100,000 square meters for optical module circuit boards. Commercial production is expected to begin in the second half of 2027, positioning MTC to serve the anticipated ramp of Mini LED backlighting in premium displays and the continued optical transceiver upgrade cycle.
MTC’s strategy emphasizes vertical supply chain integration—building self-reliant and controllable capabilities across next-generation display and optical communications supply chains. This approach reflects growing industry concern about substrate supply chain fragility, particularly after the material shortages that constrained production during the first half of 2026.
Ellington’s Ecosystem Play: A CNY 100 Million PCB Industry Fund
Beyond direct manufacturing expansion, Ellington Electronics announced a strategic initiative to strengthen its position across the broader PCB value chain. The company will partner with Shanghai Yiyuan Aerospace Private Fund Management to co-establish the “Ellington Kuisu Printed Circuit Board Industrial Ecosystem Equity Investment Fund,” sized at CNY 100 million with Ellington committing 99.9% of capital.
The fund targets investments in critical upstream segments—key raw materials, core equipment, and specialized consumables—as well as high-end PCB technologies including HDI boards, high-frequency/high-speed PCBs, rigid-flex PCBs, and IC substrates. This vertical integration strategy mirrors approaches taken by other major Asian PCB manufacturers seeking to reduce supply chain risk and capture margin across multiple value chain positions.
Industry Context: AI Infrastructure Driving Structural Capacity Expansion
These investments arrive against a backdrop of surging global demand for advanced PCB substrates. TTM Technologies, the largest PCB manufacturer in North America, reported record Q2 2026 revenue of $1.0 billion on August 5—up 37% year-over-year—with its Data Center and Networking segment surging 91% as AI infrastructure build-outs accelerated. North American PCB bookings rose 31.5% year-over-year in June 2026, according to IPC data, with book-to-bill ratios well above 1.0 indicating sustained demand growth.
The demand pattern is concentrated in exactly the product categories both Ellington and MTC are targeting: high-layer-count boards (20-60+ layers) for AI server motherboards and switch fabrics, HDI boards for GPU interposer substrates and memory modules, and optical module substrates for the data center interconnect infrastructure that ties AI clusters together.
For international hardware engineers sourcing PCBs for AI-adjacent applications, these capacity expansions signal several things. First, the leading Chinese manufacturers are investing heavily in the same advanced capabilities (HLC, HDI, fine-line patterning) that their counterparts in Japan, Korea, and Taiwan have dominated. Second, the 18-24 month construction timeline means meaningful capacity relief will not arrive until late 2027 or 2028—suggesting that supply for advanced substrates will remain tight through the current AI build-out cycle. Third, the growing emphasis on quality traceability and smart manufacturing processes indicates that Chinese PCB facilities are targeting the quality certifications and process control standards required to serve tier-one computing OEMs directly.
What This Means for PCB Buyers
The concentration of investment in high-end products creates a bifurcated market. Capacity for commodity 4-8 layer FR-4 boards remains adequate to abundant, with competitive pricing and short lead times. However, advanced products—boards requiring 16+ layers, HDI sequential lamination, controlled impedance on low-loss materials, or fine-pitch BGA routing—face extending lead times as existing capacity fills with AI infrastructure orders before new facilities come online.
Engineers designing products that require advanced PCB technology should plan procurement timelines accordingly: qualify fabricators now, lock in material commitments early, and consider design choices that provide manufacturing flexibility (standard material systems where possible, consolidated via structures, relaxed line/space where signal integrity permits). The capacity expansion wave will eventually restore balance, but the intermediate period rewards those who plan ahead.
